Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik told TASS that Ukraine is now a “gray zone” and “criminal swamp” where empowered security agencies fight over revenue. He characterized relations between the GUR, SBU and other agencies as a struggle for money rather than political direction. A shootout between the SBU and GUR occurred in Kyiv in late August, followed by an explosion near the acting security chief’s office on September 4.
