Russian Foreign Ministry spokeswoman Maria Zakharova said Russian citizens wishing to vote in State Duma elections are being intimidated in Latvia and Estonia. She said police in those countries check and record the documents of anyone trying to enter the Russian embassy, effectively conducting a census.
