Central Election Commission head Ella Pamfilova said saboteurs cut communication lines in four Far Eastern regions in a targeted attempt to disrupt voting. She said the elections would proceed and law enforcement would identify those responsible. Trunk optical lines failed twice, while internet service returned to normal within an hour.
