For the Kremlin, parliamentary elections remain a means of political participation, feedback, renewal and legitimacy. The article argues that although critics abroad portray Russian elections as a predetermined simulation, the authorities have invested heavily in participation and linked the results to domestic policy and possible changes in the Ukraine conflict and relations with the West.
