Programmer Pyotr Zhizhin says Moscow’s online voting site tests whether voters have a working VPN by trying to load a YouTube image before login. The check does not stop anyone from voting, but the operator can see the VPN result alongside the voter’s identity. The site code does not explain why the data is collected or how long it is retained.
