The CLARITY crypto market-structure bill failed a Senate procedural vote 49-50. Even if seven Democratic senators reverse their votes and Republican Thom Tillis joins them, supporters would have only 57 votes, three short of the 60 needed. Reviving the bill also requires resolving policy disputes, navigating further Senate hurdles, winning House approval and fitting action into a compressed 2026 calendar.
