More than 4.2 million voters have taken part in early voting across 12 Russian border regions, Central Election Commission Chair Ella Pamfilova said. The total includes the four regions of Donetsk, Lugansk, Kherson and Zaporozhye, while eight other border regions continue to come under attack.
