Hackers breached Tsifrotekh, the company developing Russia’s upgraded GAS Vybory 2.0 vote-tabulation system, and gave the files to iStories. Technical and election experts found that the system lacks protection against protocol substitution, gives users direct access to voter lists, and can accept Moscow remote-voting results without an electronic-signature confirmation—vulnerabilities that could be exploited to manipulate results.
