Russian Central Election Commission Chairwoman Ella Pamfilova said nearly 14,000 Russians living abroad had already voted early in State Duma elections. She said Russia was enabling overseas citizens to vote despite difficulties, including the closure of its consulate in Bonn and diplomatic mission restrictions in Germany and other “unfriendly countries.”
