HM Treasury has laid a final draft that would remove UK qualifying stablecoin payments from parts of the dealing and arranging perimeter. Transfers, money exchanges and some collateral arrangements could qualify, while transactions requiring the stablecoin to be returned and swaps into other cryptoassets remain outside the payment carve-out. The draft still needs Parliament’s approval and is not in force.
