Canadian Prime Minister Mark Carney received a standing ovation at the European Parliament in Strasbourg on Wednesday. EU chief Ursula von der Leyen raised the possibility of Canada becoming the bloc’s first “associate member” and called for the relationship to reach its highest possible level through closer cooperation on technology, defence and energy.
