The Democratic Republic of the Congo and Rwanda have returned to negotiations in Geneva, but fighting has continued in eastern Congo. M23 controls large areas, while Kinshasa and Kigali remain divided over the FDLR, Rwanda’s military presence and the competing claims of security and sovereignty. A deal could ease regional tensions without necessarily ending the conflict inside the DRC.
