Russian Foreign Ministry spokeswoman Maria Zakharova said Moscow and Washington need to begin substantive talks on trade and investment cooperation. She said some aspects of relations had moved in the right direction under the current US administration, while restoring bilateral ties would require resolving inherited problems, including what Russia calls unprecedented illegal sanctions and other non-market measures. She also warned that opponents of Trump’s independent Russia policy were seeking to undermine constructive dialogue.
