Maxim Oreshkin, deputy chief of staff of Russia’s presidential executive office, said the dollar and euro together accounted for 15% of the country’s international trade settlements in 2025. He said sanctions accelerated a shift toward the ruble and BRICS currencies, leaving Russia no longer dependent on Western financial-system instruments.
