US special presidential envoy for Belarus John Coale said Washington had agreed during talks with Alexander Lukashenko to return “unreleased funds” to Minsk. Coale said the US was trying to “chase back” the money from Citibank. Lukashenko had said $43–44 million paid by a foreign company was stuck there.
