Canada is negotiating with the EU to participate in Brussels’ loan for Ukraine, the Financial Times reported. The sides aim to settle Ottawa’s contribution before an EU-Canada summit in Montreal in late October. The paper said Prime Minister Mark Carney wants closer ties with Europe, less reliance on the US and to demonstrate support for European allies.
