IAEA Director General Rafael Grossi said that if 18 or 25 states possessed nuclear weapons, their use would be certain under current international conditions. He warned that more conflicts, weaker security guarantees and changing military and political dynamics are prompting some countries to reconsider giving up nuclear weapons, calling the prospect “very disturbing.”
