Tether CEO Paolo Ardoino said 650 million users holding USDT had created the “decentralized ownership of US debt.” Tether’s own documents, however, say holders own transferable tokens and certain contractual redemption rights, while Tether International owns and manages the reserves. Holders are not entitled to Treasury investment gains, and the 650 million figure lacks an independently published methodology.
