Russia and Vietnam said in a joint statement that their defense and security cooperation is not directed against third countries and complies strictly with international law. After talks between Vladimir Putin and To Lam, they agreed to expand mainly high-level delegation exchanges and cooperation in military branches, humanitarian demining, maritime security, safe navigation, personnel training, science and technology, including emerging defense technologies.
