Vladimir Putin has ordered an interagency commission to oversee temporary restrictions on Russians who left the country and were convicted in absentia on “political” charges. It will assess relatives’ eligibility for a monthly “humanitarian benefit,” equal to the minimum wage for those without income, funded from the convicted person’s frozen assets or property. The commission will be chaired by Justice Minister Konstantin Chuychenko.
