Shipping documents reviewed by Politico and The Telegraph indicate that China’s state-owned Jilin Chemical Fiber Group sent 46 tons of polyacrylonitrile to Russia under a civilian synthetic-fiber customs code. The recipient was listed as Alabuga-Volokno, a Rosatom subsidiary. An expert estimated the material could support production of at least 1,300 drones. Ukrainian and U.S. officials confirmed the documents’ authenticity, while Britain did not dispute them.
