A diplomatic source in Brussels says the European Commission and the EU diplomatic service have made major efforts to tighten visa restrictions on Russians, but opposition from tourism-dependent countries including Spain, Greece and Italy has blocked the plan. Visa policy remains the responsibility of EU member states, several of which rejected the proposal.
