A Bank for International Settlements working paper describes a prototype that hashes official statistical files, batches the fingerprints into a Merkle tree and anchors the resulting root on XRP Ledger. The design gives XRPL an institutional-style authentication use case, but one transaction can cover thousands of datasets, limiting the associated fee burn. The implementation remains an experimental XRPL DevNet proof of concept using test XRP with no real-world value.
