Austria, Denmark, Belgium, Finland, France, Germany, Luxembourg, the Netherlands, Romania, Spain and Sweden are calling for an end to what they describe as obstructive vetoes in foreign policy. They want to explore replacing unanimity with qualified-majority voting.
