Russia’s fuel situation deteriorated sharply again in early August as Ukraine resumed strikes on oil refineries and queues formed at gas stations. Meduza analyzed 478,685 GdeBENZ user reports covering 25,129 stations in 83 regions from July 4 to August 23, comparing them with banking, fuel-market, and refinery-attack data to assess the crisis.
