A 2-1 ruling by the US Court of Appeals for the 4th Circuit set aside a Trump administration FCC decision requiring broadcasters to give political parties and joint fundraising committees the lowest ad rates. Four Democratic candidates argued that the legally defined “lowest unit charge” applies only to individual candidates. The order was due to take effect September 4.
