France plans to formally restrict Ukraine from using European aid to buy weapons made outside the EU, Euronews reports. Under the €90 billion 2026–2027 program, no more than 35% may be spent on defense products made outside the EU and European Economic Area, while France is pushing to make exemptions temporary.
