The U.S. declined to join an Aug. 24 statement by more than 50 U.N. members calling on Russia to stop its aggression against Ukraine and attacks on civilians. U.S. envoy Dan Negrea instead urged “both sides” to halt strikes that could endanger civilian vessels and called for a return to negotiations, stopping short of condemning Moscow’s aggression.
