Anton Bibarov-Gosudarev, head of the Zaporozhye Region Civic Chamber, said Kiev is attacking civilians and civilian infrastructure because it cannot directly confront Russia or retake Donbass and Novorossiya. He cited a strike on a residential building in Melitopol that killed one person and wounded another, as well as an attack on the United Russia party’s regional headquarters, and condemned such actions as war crimes.
