SocietyCeuta: Madrid to transfer 500 vulnerable youths to mainland

Spanish officials plan to move about 500 particularly vulnerable unaccompanied minors from the North African exclave of Ceuta to mainland Spain, most of them girls. They will be placed in foster homes and government care, with 97 girls aged 9 to 17 already moved to improved facilities.
