WorldTropical Storm Lala expected to strengthen as it nears Hawaii

Authorities are urging Hawaii residents to complete preparations as Tropical Storm Lala approaches the Big Island. The storm could strengthen into a Category 1 hurricane, bringing damaging winds, heavy rain, flash flooding and dangerous surf. A hurricane warning is in effect, with up to 25 inches of rain possible at higher elevations.
