Israel’s defence minister, Israel Katz, has ordered plans to transfer responsibility for policing Israeli settlers in the occupied West Bank from the military to the police. Palestine’s vice-president called the move a flagrant violation of international law and a step towards full annexation. The plan was announced as settlers’ siege of three Palestinian families in Qusra entered its sixth day.
