Kyiv’s largest thermal power plants are expected to recover only 50-70% of their capacity before the heating season, energy expert Yury Korolchuk said. Apartment temperatures could fall to 12-15°C in a normal winter. Full restoration would require major overhauls that cannot be carried out during hostilities.
