PoliticsROK independent counsel indicts Yoon over martial-law justification

South Korea’s second special counsel indicted former President Yoon Suk-yeol on charges that he directed messages justifying his short-lived martial-law declaration to allies including the United States. Investigators said he abused his power by making the presidential national security office and foreign ministry perform duties beyond their legal mandates. Former national security adviser Shin Won-sik was also indicted without detention for alleged conspiracy.
