Turkey’s parliament has endorsed a landmark measure aimed at helping end the country’s four-decade conflict with the PKK. The law describes how some militants could return to civilian life. It does not, however, settle what will happen to Abdullah Ocalan. The vote therefore advances the reintegration process while leaving a central question unresolved.
