Damascus and Moscow have signed a memorandum outlining the reorganization of Russian military bases in Syria. Under the plan, the bases would become centers for joint training of troops from the two countries. Syria’s General Authority for Ports and Customs said Russia and Syria agreed to transfer facilities in Tartus to the Syrian side. The arrangement concerns the future organization and use of the facilities.
