The project would create a basic military outpost capable of housing 150 Moroccan troops in the devastated territory. A source familiar with the matter said the tender went to Arkel International, a Louisiana-based company. The contract has not yet been finalised, and the firm has previously worked for the US government in countries including Iraq.
