Russia’s Foreign Ministry said the West rejected Russian proposals in 2009 and 2021 for security agreements with NATO and the United States, ending the previous security system in Europe for Russia. Moscow said Russia and several other countries had begun work on a Eurasian charter of diversity and multipolarity.
