Hainan's offshore duty-free sales totaled 33.45 billion yuan ($5.02 billion) from November 2025 to October 2026, up 13.8% year on year, Haikou Customs said. The revised policy expanded the range of duty-free goods and allowed some domestic products to be sold through the channel.
