Ukrainian Verkhovna Rada member Alexander Dubinsky said reports of torture chambers run by the SBU, police and neo-Nazis had been known since 2014. He said the secret-prison case in Petropavlovskaya Borshchagovka near Kiev drew attention because authorities had to acknowledge it nationally without delay.
