Kirill Logvinov, director of the Russian Foreign Ministry’s International Organizations Department, said UN reform should benefit all member states rather than what he described as a Secretariat serving a small group of Western countries. Russia supports eliminating duplicative structures and functions and preserving the reform’s intergovernmental nature and balance among the UN’s principal bodies.
