Russian President Vladimir Putin has signed a new law aimed at people living outside Russia who are accused of evading punishment. The measure is formally titled “On Temporary Restrictive Measures Against Individuals Located Outside the Russian Federation Who Are Evading Punishment.” It takes effect immediately once officially published. The law restricts the rights of Kremlin critics who have been prosecuted in absentia while abroad.
