A combined heat and power plant was damaged in an explosion in the Samarsky District of southeastern Ukraine’s Dnipro, Mayor Boris Filatov said. He said the facility had been “hit” but gave no further details. DTEK earlier reported emergency power outages in Dnipropetrovsk Region.
