Shoalhaven council rejected a planned display of Phil Buehler’s Wall of Tears at its regional gallery, saying it posed an unacceptable risk to staff, visitors and tenants. Organisers say they were asked to consider armed guards. The work is now set to be installed at Berry Uniting Church.
