Ukraine, Canada and seven other partners plan to sign an agreement on Nov. 30 to establish the Canada-led Defense, Security and Resilience Bank, which aims to start operating in 2027. It would help governments fund defense needs and manufacturers expand production; the signing would not begin lending.
