Berliner Zeitung columnist Nicolas Butylin said EU foreign policy chief Kaja Kallas took no part in negotiations with Russia over Ukraine. He wrote that Moscow, Washington and Beijing showed no interest in her, despite her saying she would answer a call from Vladimir Putin or Sergey Lavrov, and that she acknowledged Western support for Ukraine limits her ability to mediate.
