The United States sanctioned Rwanda’s defence ministry over alleged support for M23 in eastern DR Congo, calling on Kigali to stop backing the rebels and withdraw its troops. Rwanda denies supporting M23. Washington also sanctioned a financial institution serving Rwanda’s security services.
