PoliticsChina’s fifth plenum closes with attendance down by a quarter; Zhang Shengmin added to Politburo
The Chinese Communist Party’s 20th Central Committee concluded its fifth plenum in Beijing, adopting a decision on comprehensive and strict party governance and adding Central Military Commission Vice Chairman Zhang Shengmin to the Politburo. The 279 attendees amounted to about 74% of the Central Committee members and alternate members elected at the 2022 party congress. The meeting confirmed earlier expulsions of 33 officials and the removal of Li Yunzhe from party posts, and set the 21st congress for the second half of 2027. Experts said stronger incentives and oversight could curb waste and improve policy predictability, but tougher discipline could also make officials more reluctant to act and delay spending and investment.
