Russia is considering a ticket surcharge to help finance a large-scale aircraft production program, with fees proposed at 1,000 rubles for international flights and 500 rubles for domestic flights. The charge could begin in 2027. Airlines have yet to receive any planes under the program, and the new airliners are now expected to enter service no earlier than 2027.
