Toronto Mayor Olivia Chow defeated Conservative rival Brad Bradford by 54% to 41%, a 13-point margin, in a record-turnout election. She pledged more rental housing, free school lunches and lower fares for frequent transit riders. Progressive candidates also made gains on city council.
